Bekim Sali, First Deputy Prime Minister of the Republic of North Macedonia, met with Nicole Varnes, Chargé d’Affaires at the Embassy of the United States of America in the country. The meeting once again reaffirmed the strong strategic partnership between North Macedonia and the US.

The discussions focused on current developments, the progress of reforms and the strengthening of democratic institutions. The parties also addressed efforts to advance shared priorities of interest to both countries.

Sali said he had been pleased to meet with Nicole Varnes, Chargé d’Affaires at the Embassy of the United States of America in the Republic of North Macedonia. He said that their discussion had reaffirmed the strong strategic partnership between the two countries, while views were exchanged on cooperation in the reform process, strengthening democratic institutions and advancing shared priorities.

According to Sali, the Government of the Republic of North Macedonia remains committed to further expanding relations and cooperation with the United States of America, which it considers an important ally and a reliable partner.

Although they failed to report to work, 20 officials from the Ministry of Environment, Spatial Planning and Infrastructure continued to receive salaries.

The officials in question belong to the Serb community and are linked to the former “Civil Protection.” A decision was recently made to terminate their employment contracts.

In a statement to “Bota sot,” lawyer Gazmend Halilaj said Kosovo’s institutions must act whenever it is proven that an official has failed to perform their duties or has received a salary without working, regardless of their ethnic or political affiliation.

According to Halilaj, the Ministry’s termination of the contracts of officials who had not performed their duties for years constitutes a lawful and fair decision that respects the principles of sound public administration and accountability. He stressed that no one can retain a position in the state administration if they do not perform the work for which they are paid, regardless of political connections or ethnic affiliation.

The lawyer also emphasized that institutions are legally required to implement the recommended measures if the National Audit Office has identified violations.

Halilaj called on Kosovo’s institutions to conduct a full and impartial review of all cases involving suspected unjustified absences, failure to perform duties, or receipt of salaries without working. According to him, every action must be based on the law, evidence, and proper administrative procedures, rather than on political or ethnic motives.

Regarding former members of the so-called “Civil Protection,” he said the integration process must be distinguished from the way it was implemented in practice.

He explained that the integration stemmed from obligations under the dialogue agreements and was intended to extend the constitutional order and sovereignty of the Republic of Kosovo to the north of the country. In principle, according to Halilaj, this process was not misguided, as long as the aim was to incorporate these individuals into Kosovo’s institutions and place them under its laws.

In conclusion, Halilaj said the institutions have a responsibility to take the necessary legal measures if it is subsequently established that certain individuals did not work, boycotted the institutions, or were paid without performing their duties.

According to him, the rule of law requires every public official to be held accountable for their actions and inaction, while public administration must be guided by legality, professionalism, and the public interest.

Xhavit Haliti, a former PDK MP, has said that the party should not rule out the possibility of reaching a political agreement with the Vetëvendosje Movement.

Meanwhile, PDK leader Bedri Hamza, following his meeting with acting Prime Minister Albin Kurti, had announced that the party he leads would remain in opposition. With this position, he had implied that the PDK was not seeking a coalition with the LVV.

Regarding this issue, Drenas Mayor and PDK member Ramiz Lladrovci told “Bota Sot” that Kosovo’s interests should be the top priority in politics.

According to him, all parties should make Kosovo their priority, while political leaders must understand that the state is more important than any coalition formula or agreement.

Lladrovci called on both his party leader and other political leaders to state clearly whether they stand for Kosovo, because, according to him, if the answer is yes, reaching an understanding becomes easy. He also stressed that the waiting must end, using the phrase “enough is enough.”

The mayor of Drenas also criticized the way politics has been conducted over the years, saying that political parties have not always lived up to their responsibilities.

He said that ego has often been placed above everything else and that revenge and political horse-trading have produced abstract ideas disconnected from citizens’ needs and the interests of the state.

In conclusion, Lladrovci warned that Kosovo remains a state in the making and continues to face unresolved issues. According to him, every delay comes at a cost to the country, while “history does not forgive.”

Fitore Pacolli, Minister of Environment, Spatial Planning and Infrastructure (MESPI), has announced the termination of the employment contracts of 20 ministry officials from the Serb community. According to her, they have consistently failed to report to their workplaces since 2016.

Pacolli explained that the decision was issued after official records were reviewed and in accordance with the recommendations of the National Audit Office.

Speaking to “Bota sot,” former investigator Agim Rexhepi said the measure should send the message that the way things have operated until now can no longer be tolerated.

He said the era in which certain individuals received salaries without working, while the state of Kosovo tolerated structures that did not serve its institutions, must come to an end. According to Rexhepi, an administration cannot function when, for years, people who do not report to work are paid and their costs are covered by Kosovo citizens’ taxes.

Rexhepi called for this case not to be treated as an isolated one, but to be followed by comprehensive checks across all institutions for similar situations. He stressed that anyone employed as part of the implementation of the agreements who has failed to fulfill their duties or comply with the laws of the Republic of Kosovo must face legal consequences, as the state cannot serve as an ATM for anyone.

According to the former investigator, the origin of the problem lies in the way former members of the so-called “Civil Protection” were integrated into Kosovo’s institutions.

Rexhepi recalled that their inclusion was provided for in dialogue agreements negotiated at different times by Kosovo negotiators Edita Tahiri, Avni Arifi and Skënder Hyseni, with the mediation of the European Union. According to him, the aim of integrating these individuals was not in itself problematic, because it was intended to dismantle parallel structures, but shortcomings emerged during the implementation of the process.

He said political concessions were made without sufficient oversight to determine whether the integrated individuals were genuinely serving the Republic of Kosovo. Rexhepi added that, for years, previous governments treated the dialogue as a formal procedure, accepting compromises without establishing strong oversight mechanisms.

According to him, it was precisely these concessions that enabled certain individuals to receive salaries from Kosovo’s budget even though, in practice, they did not perform the duties for which they had been hired.

In conclusion, Rexhepi emphasized that accountability and enforcement of the law must be the foundations on which the public administration operates, while such cases must not be treated with double standards.

He said that everyone who works for the state of Kosovo must report to their workplace and respect its institutions, as well as the Constitution of the Republic of Kosovo. Otherwise, according to him, their contract must be terminated without hesitation.

Rexhepi stressed that parallel structures cannot be fought solely through police operations. According to him, this battle must also be waged by removing every unjustifiable case from the public administration, safeguarding public money and demonstrating that the law applies equally to everyone.

Only through this approach, Rexhepi concluded in his comments to “Bota sot,” can a serious state be built—one in which dialogue is not used to legalize privileges, but to strengthen the sovereignty and functionality of the Republic of Kosovo.

Strong reactions have followed in Kosovo after the latest statements by Serbian Minister Snezhana Paunoviq, who has now been declared persona non grata and is not allowed to enter Kosovo’s territory.

Professor Muhamet Kelmendi believes her views reflect the continuity of Serbia’s official policy toward Kosovo. For this reason, he is calling for a more decisive response from the country’s institutions, both diplomatically and through the strengthening of Kosovo’s defense capabilities.

According to Kelmendi, declaring her persona non grata was the right decision, but it is not a sufficient measure. He is also calling for President Aleksandar Vučić and Minister Ivica Dačić to be barred from entering Kosovo, while the institutions should consider launching legal proceedings against Serbian officials who, according to him, spread racial hatred or make threatening statements.

He describes Sbezhana Pauković as a Serbian ultranationalist and links her to circles belonging to a generation of Serbian national fascists driven by revanchist views who have been involved in four wars and conflicts in the Balkans.

Kelmendi says her statement should not be viewed as an individual position because, according to him, it expresses the position of the Serbian government and state as a whole. He adds that Ivica Dačić, whom he calls a Serbian racist, has expressed the same approach through the statement: “Anyone who is not Serbian should leave for Albania.”

According to the professor, neither the government nor the opposition has any major Serbian political party whose position differs from the goal of reclaiming Kosovo and Serbianizing Dardanian territory. Under these circumstances, he considers it right to declare this figure persona non grata, but insists that the action should not end there.

He is calling on the Kosovo government to take measures against the Serbian government itself, President Vučić and Dačić. Kelmendi stresses that there is no reason to wait and that the Kosovo authorities should bar them from entering the country, as well as assess the possibility of legal proceedings against individuals who incite racial hatred or voice threats.

According to Kelmendi, the latest statements by Serbian officials demonstrate that the Serbian state has not changed its position toward Kosovo. He believes Serbia’s position is made clear precisely through the Serbian minister’s statement.

Kelmendi is calling for a response not only from Kosovo’s institutions, but also from the Albanian state, the European Union and the United States of America. In the face of threats he describes as radical and fascist, he says political clarity and institutional action are needed.

At the same time, he stresses that Kosovo must establish a police force and an army capable of defending the Republic. According to him, a military force of 4,000 soldiers is not sufficient for the country’s defense needs, so Kosovo requires a larger active army and a capable, well-equipped police force.

The professor is also calling for improved working conditions in the security sector and for incomes to be adjusted in line with the economic situation. He expresses hope that the next government will resolve these issues, warning that time is passing quickly and that the situation requires vigilance, as well as military and institutional preparations to defend the country.

The statement by Serbia’s Minister of Public Administration and Local Self-Government, Snezhana Paunović, that if she had been in the position of former Serbian President Slobodan Milošević in 1998, she would have “ethnically cleansed Kosovo,” has been strongly condemned by the European Union.

Her remarks prompted numerous reactions, as they were seen as a justification of rhetoric advocating ethnic cleansing and as a statement contrary to the principles on which the European Union is founded.

Responding to the issue, European Commission spokesperson Anitta Hipper said that the EU does not comment on individual remarks by political officials. Nevertheless, she made it clear that there can be no room in Europe for language that justifies, incites or glorifies ethnic cleansing. Hipper also reaffirmed the European Union’s commitment to human rights, peace and reconciliation in the region.

The Serbian minister made the statement at a time when relations between Kosovo and Serbia remain fragile. The European Union continues to call on both sides to refrain from inflammatory language and actions that could heighten tensions or undermine the process of normalizing relations.

It should also be recalled that Kosovo has declared the Serbian minister “persona non grata.”

Activist Agim Aliçkaj spoke to “Bota sot” about the issue. According to him, Paunović’s statement about the ethnic cleansing of Kosovo is not an isolated case, but reflects the continuation of historic Serbian policies that, he claims, have sought to expel and eradicate Albanians from their lands.

Aliçkaj said that Minister Paunović’s position on ethnically cleansing Kosovo of Albanians is neither new nor surprising. He described it as a continuation of the centuries-old efforts of a chauvinistic, racist and hegemonic Serbian policy aimed at eradicating Albanians.

According to him, there have been numerous projects to eliminate Albanians and seize their lands for the Serbs. He listed the 1844 Načertanije, Čubrilović’s 1937 memorandum titled “The Expulsion of the Albanians,” the 1986 Memorandum of the Serbian Academy of Sciences and Arts (SANU), and Operation “Horseshoe” of 1998–1999, organized by the regime of war criminal Slobodan Milošević.

The activist said that Čubrilović had presented in detail the methods and means of implementing what he called Serbia’s inhumane plans. Aliçkaj recalled his assertion that “the existence of the Serbian nation depends on the nonexistence of the Albanian nation.” He added that all these plans, in his view, were the joint product of state regimes, the Serbian Academy of Sciences and the Serbian Orthodox Church.

Aliçkaj went on to say that Serbia’s plans for genocide in Kosovo failed thanks to Albanian resistance, the KLA’s war and NATO’s intervention. Nevertheless, according to him, the ideology of hatred toward Albanians remains present in Serbia, partly because no “denazification” process took place after the war.

He said that the Albanian people’s heroic, centuries-long resistance, waged in various forms, culminated in the KLA’s war of liberation and NATO’s bombing of Serbia in 1999. For this reason, he said, Serbia’s genocide against Albanians ultimately failed, and did so shamefully. Nevertheless, Aliçkaj said Serbia’s futile aspirations continue, as demonstrated by Minister Paunović’s latest statement.

According to the activist, a significant portion of the Serbian people, even after the bombing and the loss of four brutal wars, has still not broken free from the myths and deceptions of a political class he described as sick. He said this class continues to rule by inciting hatred toward Albanians and other peoples of the Balkans.

Aliçkaj described the failure of Western countries to undertake the “denazification” of Serbian society following Serbia’s military defeat, freeing it from hatred toward other nations and from what he called the dead myths of the Middle Ages, as a major mistake.

He further criticized the approach of the European Union and the United States toward Serbia, saying they are pursuing a lenient policy and taking no concrete action over its statements and conduct. At the same time, according to Aliçkaj, Kosovo is being subjected to unfair pressure, amounting to a double standard.

The activist said that the European Community and the United States are continuing what he called the mistaken and failed policy of appeasing the Serbian regime. He stressed that this regime is led by Aleksandar Vučić, an associate of Milošević, while this approach, in his view, is motivated by illusory geostrategic interests aimed at drawing Serbia away from Russian influence. Aliçkaj added that the Serbian regime is exploiting this situation without restraint or mercy.

As evidence, he cited what he described as the weak and unserious response by European Commission spokesperson Anitta Hipper, as well as the positions of many representatives of Western countries. According to him, the only exceptions are a few lawmakers or thinkers with strong humanitarian principles, while concrete punitive action over Minister Paunović’s inhumane statement is entirely absent.

Aliçkaj claimed that no concrete punitive measures have been taken against Serbia over the terrorist acts in Banjska and Ujman, its refusal to sign the Brussels agreement, and its destabilization of Kosovo and the Balkans. On the other hand, he said, Kosovo is being asked to make further concessions to Serbia through unfair pressure, including sanctions against Kosovo for enforcing the law in the north. He called this double standard shocking.

In conclusion, the activist said that reactions from Albania, part of the Albanian political establishment and the international community have been insufficient. He warned that without punishing those responsible and without fundamental changes in Serbian policy, long-term peace cannot be established in the Balkans.

Aliçkaj described the reaction of the mother country and of the person he characterized as Albania’s illegitimate pro-Serbian prime minister, Edi Rama, as worthless and shameful. He used the same terms to describe the silence of representatives of several parties and part of the press in Kosovo and other Albanian territories.

According to him, the statement by Paunović, whom he called the minister of hatred of a Serbian state built on hatred and myths, poses a danger. Aliçkaj claimed that her aim is to deceive Serbian voters in the upcoming elections and divert international attention from the destructive actions of the Vučić regime. He added that the regime is taking no action against the minister, while Vučić is already presenting himself as a “constructive leader committed to peace.”

In his concluding statement to “Bota sot,” Aliçkaj said that everyone must understand this message, including both national and non-national Albanians, as well as international actors with differing positions. According to him, without punishing Serbian criminals, removing the Serbian government that he described as chauvinistic, racist and hegemonic, and denazifying the segment of the Serbian population burdened by hatred toward others, there will never be stability, security and lasting peace in the Balkans.

Sipas Halilajt, ndërprerja nga Ministria e kontratave të zyrtarëve që për vite nuk i kanë ushtruar detyrat përbën një vendim të ligjshëm dhe të drejtë, i cili respekton parimet e administrimit të mirë publik dhe të llogaridhënies. Ai ka nënvizuar se askush nuk mund ta ruajë një pozitë në administratën shtetërore nëse nuk e kryen punën për të cilën paguhet, pavarësisht lidhjeve politike ose përkatësisë etnike.

Avokati ka theksuar gjithashtu se institucionet janë ligjërisht të detyruara të zbatojnë masat e rekomanduara, nëse Zyra Kombëtare e Auditimit ka konstatuar shkelje.

Halilaj ka kërkuar që institucionet e Kosovës të shqyrtojnë në mënyrë të plotë dhe të paanshme të gjitha rastet ku ekzistojnë dyshime për mungesa të paarsyetuara, moskryerje të detyrës ose marrje pagash pa punuar. Sipas tij, çdo veprim duhet të mbështetet në ligj, prova dhe procedura të rregullta administrative, e jo në motive politike apo etnike.

Lidhur me ish-pjesëtarët e të ashtuquajturës “Mbrojtje Civile”, ai ka thënë se procesi i integrimit duhet të ndahet nga mënyra se si është zbatuar në praktikë.

Ai ka shpjeguar se integrimi rridhte nga detyrimet e marrëveshjeve të dialogut dhe synonte shtrirjen e rendit kushtetues dhe të sovranitetit të Republikës së Kosovës në veri të vendit. Në parim, sipas Halilajt, ky proces nuk ishte i gabuar, përderisa qëllimi ishte përfshirja e këtyre personave në institucionet e Kosovës dhe vendosja e tyre nën ligjet e saj.

Në përfundim, Halilaj ka deklaruar se institucionet kanë përgjegjësi të marrin masat e nevojshme ligjore nëse më vonë vërtetohet se individë të caktuar nuk kanë punuar, kanë bojkotuar institucionet ose janë paguar pa e ushtruar detyrën.

Sipas tij, sundimi i ligjit kërkon që çdo zyrtar publik të japë llogari për veprimet dhe mosveprimet e veta, ndërsa administrata publike duhet të udhëhiqet nga ligjshmëria, profesionalizmi dhe interesi publik.
